Call for Inputs: Proposed Relaxation of Market Access Conditions for Foreign Investors

The Ministry of Finance (MOF) is developing a draft Law amending and supplementing a number of articles of the Law on Investment to institutionalise Resolution No. 10-NQ/TW of the Politburo. The draft is expected to include provisions aimed at relaxing market access conditions for foreign investors.

To support the review process, the Foreign Investment Agency under the MOF is seeking input from the foreign-invested business community on the sectors in which market access conditions should be eased, together with the proposed scope, priorities and implementation roadmap.

AusCham invites Members to review the attached Vietnamese letter, its English translation and the accompanying response template. For each proposed sector, Members are encouraged to provide information including:

  • Current market access conditions;

  • The reasons and practical need for relaxation;

  • The recommended priority and level of relaxation;

  • Relevant international experience; and

  • Practical difficulties encountered by businesses under the existing framework.

This consultation provides an important opportunity for AusCham Members to contribute practical business perspectives to the development of a more open, transparent and competitive investment environment in Vietnam.

Members wishing to submit comments are kindly requested to complete the attached template and send it to Ms Huong Tran, Head of Advocacy & Partnerships, AusCham Vietnam, by COB Monday, 5 October 2026, at advocacy@auschamvn.org to allow sufficient time for consolidation and submission.
